The study measures drug, alcohol and cigarette use among adolescent students nationwide. This year's report found that drug use among teens has declined 17 percent since 2001. Phillips was injured in Operation Iraqi Freedom. While recovering in Germany, he received a donated quilt from supporters in Texas. Given to wounded soldiers returning to the states, the quilts come from groups and individuals from all over America. The President added his own Texas signature to the quilt.
