President George W. Bush and Mrs. Laura Bush shovel dirt to plant a Scarlet Oak tree Wednesday, April 9, 2008, at the commemorative tree planting on the North Lawn of the White House. The tree is being planted to replace a tree that fell on October, 25, 2007, a Scarlet Oak that had been planted in 1892 by President Benjamin Harrison. Relatives of President Benjamin Harrison were invited to join the President and Mrs. Bush at the tree planting ceremony, Harrison's great-grandson, Ben Walker, is seen at left. President George W. Bush and members of the audience acknowledge Thomas Boyd, at right in dark shirt, after the President mentioned him in remarks Wednesday, April 9, 2008, during the signing of H.R. 1593, the Second Chance Act of 2007. The Second Chance Act aims to reduce prison populations and corrections costs by reducing the recidivism rate by providing federal funding to develop programs dealing with job training, substance abuse, and family stability. In acknowledging Mr. Boyd, a 53-year-old graduate of the Jericho re-entry program in Baltimore, the President said, "I want to thank you for coming, Thomas. President George W. Bush reaches out to Thomas Boyd Wednesday, April 9, 2008, after signing HR 1593, the Second Chance Act of 2007. Mr. Boyd spent more than 20 years in and out of the prison system until he took his daughter's advice and enrolled in the Jericho program in Baltimore. His success in the re-entry program was noted during the President's remarks when he said, "He's working, back with his family; he's a good guy. And I want to thank you for coming, Thomas."
