President George W. Bush and members of the audience acknowledge Thomas Boyd, at right in dark shirt, after the President mentioned him in remarks Wednesday, April 9, 2008, during the signing of H.R. 1593, the Second Chance Act of 2007. The Second Chance Act aims to reduce prison populations and corrections costs by reducing the recidivism rate by providing federal funding to develop programs dealing with job training, substance abuse, and family stability. In acknowledging Mr. Boyd, a 53-year-old graduate of the Jericho re-entry program in Baltimore, the President said, "I want to thank you for coming, Thomas. There's a lot of other Thomases out there that we're going to help with this bill." White House photo by Eric Draper
