President Bush Signs H.R. 1593, the Second Chance Act of 2007
President George W. Bush reaches out to Thomas Boyd Wednesday, April 9, 2008, after signing HR 1593, the Second Chance Act of 2007. Mr. Boyd spent more than 20 years in and out of the prison system until he took his daughter's advice and enrolled in the Jericho program in Baltimore. President George W. The Second Chance Act aims to reduce prison populations and corrections costs by reducing the recidivism rate by providing federal funding to develop programs dealing with job training, substance abuse, and family stability. In acknowledging Mr. Boyd, a 53-year-old graduate of the Jericho re-entry program in Baltimore, the President said, "I want to thank you for coming, Thomas.
