MAJOR DUTIES: The incumbent of this position serves as a Financial
Management Specialist in the Resource Management Division, Travel
Support Team, Office of Administration (OA) in the Executive Office of
the President (EOP). As such the incumbent provides financial
management support for all aspects of White House and Office of the
Vice President travel including policies and procedures, operations,
financial reporting, and analysis.
The incumbent will be responsible for assisting: (1) in the
preparation of analysis of reports and supplemental data developed by
financial systems, evaluating trends, problems, and relationships of
accounting and budget data, (2) in the day-to-day operations of
various financial management systems by monitoring and providing
corrections to the financial systems to ensure integrity of data used
to advise senior management officials on the status of various
operating funds associated with travel of the President, First Lady
and the Vice President, (3) in the formulation of written procedures
and guidelines for the day-to-day maintenance of financial operations,
related specifically to support of Presidential and Vice Presidential
travel.
The incumbent of this position will be expected to provide financial
reports in accordance with the interests of Congress on the full
disclosure of presidential travel, reviewing, analyzing, and
recommending approval and modifications of budget requests for travel
of the White House Office and the Vice President.
The individual selected for this position will work closely with
senior White House management officials to identify the requirements
for Presidential travel and makes evaluations of the associated costs
to support such requirements.
MINIMUM QUALIFICATIONS REQUIREMENT: One year of specialized experience
is required. Specialized experience is experience directly related to
the line of work of the position to be filled, and which has equipped
the applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position. To be creditable,
the experience must be comparable to the next lower grade level in the
Federal service.

SELECTIVE FACTORS:
- Knowledge of and competence in the application of generally accepted
accounting and budgeting principles, theory and practices.
- Knowledge and competence in the application of Federal Financial
Management standards as promulgated by the Department of Treasury,
General Accounting Office, General Services Administration, and
Department of State.
- Knowledge of the automated accounting systems and the problems
associated with changes to systems in order to locate and analyze
data. Ability to work independently on upgrades to systems to meet
changing requirements.
QUALITY RANKING FACTORS:
- Ability to interpret and apply governing procedures and regulations to
accounting and budgeting situations.
- Ability to modify and adapt conventional accounting and analytical
techniques to solve a variety of accounting problems.
- Knowledge of commercial accounting requirements for revolving funds
and the collection and disbursement of funds for special programs in
the EDP.
- Ability to communicate orally and in writing, sufficient to prepare and present findings and recommendations.
