MAJOR DUTIES: The incumbent of this position is a member of
Information Systems and Technology (IS&T). The incumbent will serve
as a staff analyst, evaluator, and advisor to the Director, IS&T on
the various programs and operations of the Information Systems and
Technology Organization (IS&T). The incumbent determines the
effectiveness of methods, procedures, and systems the IS&T uses to
comply with legal and regulatory requirements and provide maximum
customer support to the Executive Office of the President.
The incumbent will be responsible for planning, coordinating, and
implementing, activities associated with the efficient day-to-day
operation and procedural improvement of the IS&T. The incumbent will
also provide analytical and administrative support to the Director,
IS&T; the review and development of plans and procedures; and Quality
Assurance (QA) actions.
The incumbent will also be responsible for planning, organizing, and
conducting detailed analyses of administrative methods and supervisory
and general management practices of the IS&T Division, examining them
for effective allocation of resources and for feasibility of methods,
procedures, and policy. Based upon this evaluation the incumbent will
be expected to develop new methods and/or procedures to streamline
established management systems, review programs for workflow economy,
productivity, programs cost effectiveness and systems feasibility.
The selectee will represent the Director, IS&T in conferences and
meetings with other agencies, private industry, and other groups in
efforts to obtain all viewpoints regarding proposed program or program
changes and to assure concerted action by all parties involved.
MINIMUM QUALIFICATIONS REQUIREMENT: One year of specialized experience
is required. Specialized experience is experience directly related to
the line of work of the position to be filled, and which has equipped
the applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position. To be creditable,
the experience must be comparable to the next lower grade level in the
Federal service.
QUALITY RANKING FACTORS:
- Knowledge of the principles and practices of management (including
employee development; management analysis, organization, budget, and
program development).
- Ability to design and conduct comprehensive analytical and
evaluative studies in order to advise management on improvements.
- Knowledge of the laws, policies, regulations, and precedents
applicable to Information Technology and legislation.
- Ability to communicate orally and in writing.
