President George W. Bush delivers remarks on U.S. Ocean Action Plan Friday, Sept. 26, 2008, at the Smithsonian Museum of Natural History. The U.S. Ocean Action Plan established a coordinated ocean governance structure to enhance leadership and coordination among the Federal agencies with ocean-related responsibilities and activities. President Bush stated in his remarks, "Under the Ocean Action Plan we've worked to stop over-fishing. Last year, I issued an executive order protecting two of our nation's most popular game fish -- striped bass and red drum.
