Vice President Dick Cheney presents commission papers to a U.S. Coast Guard Academy graduate, Wednesday, May 21, 2008, during commencement exercises in New London, Conn. During his address to the graduates the Vice President said, "This branch of the armed forces has given steady service to the United States of America since the year 1790 -- and in that time the Coast Guard has saved more than a million lives."
