MAJOR DUTIES: The incumbent of this position serves as an Interior Design and Preservation Program Specialist within the Office of Administration (OA), Facilities Management Division. The incumbent of this position will work with the Interior Design and Preservation manager and the Director of Preservation for major construction, renovation, preservation and special studies consisting of teams of professional and other highly skilled employees serving the White House Complex.
As such, the incumbent will be expected to participate in project definition, work scheduling, contractor coordination and to interact with senior management officials in the development, facilitation and coordination of programming documents and internal processes to acquire funding and project approvals. Additionally, the selectee will recommend and assist in the coordination of selection of and preservation of historically accurate furnishings located within the offices of the White House Complex. Selections include architectural elements, cabinetry, surface finishes, lighting and plumbing fixtures, furniture, textiles, art work and decorative furnishings.
The selectee will work closely with the Interior Design and Preservation Manager and the Director of Preservation on the preservation of historic decorative art objects primarily located within the Dwight D. Eisenhower Executive Office Building; providing consultation in the choice of the artistic message and principles represented by the artwork and furnishings. On occasion, the selectee will work directly for the Facilities Management Director on special projects.
The selectee will also serve as an Interior Design Project Specialist for interior design and space planning for the spaces within the White House Complex. As such, the incumbent will be expected to assist in directing major construction, renovations, and special studies. The incumbent will conduct analysis of systems, materials and furnishings appropriate to the White House culture, environmental conditions, and economy. In this capacity the incumbent participates in project definition, work scheduling, and contractor coordination.
This position is responsible for organizing and guiding the development of planning diagrams illustrating adjacencies and stacking and blocking criteria as the basis for the conceptual drawings; guiding the development of building schedules, elevations, details and specifications for finishes, hardware, building specialties and furnishings; reviewing materials to ensure compliance with user requirements, codes and technologies and for compatibility with the White House environment; and preparing cost estimates for budget analysis, negotiation and award of contracts and purchase orders for commodities and other services.
MINIMUM QUALIFICATIONS REQUIREMENT: One year of specialized experience is required. Specialized experience is experience directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the experience must be comparable to the next lower grade level in the Federal service.
SELECTIVE PLACEMENT FACTORS:

- Knowledge of and capabilities for professional project management, exhibiting leadership skills, and multi-tasking skills and successful product delivery under stressful deadlines.
QUALITY RANKING FACTORS:
- Knowledge of application of artistic and aesthetic standards, sense of scale and proportion, color, texture, style and visual imagery in interior design.
- Ability to plan and manage large and complex interior designs and space program projects.
- Knowledge of building interior design, historic preservation and construction to include building systems and components, building codes and practices, building equipment and materials characteristics.
- Ability to interpret and apply working drawings, interpret design specifications, building codes and construction standards.
- Ability to communicate effectively and persuasively both orally and in writing with personnel at all levels of the client organizations.
