MAJOR DUTIES: The Mail Operations Director serves as Off-Site Mail Operations Director and oversees, through the Department of Army, a staff of approximately 35 personnel carrying out the functions of processing mail and of mail delivery. The incumbent coordinates with Deputy Director of the General Services Division on mail processing changes or additions and other postal matters and is responsible for overseeing quality control aspects of mail processing. Monitors mail processing throughput and determine exceptional processing conditions that interrupt routine mail processing.

Additionally, the incumbent will be responsible for facilitating communication between Department of Army and US Secret Service. Providing written and oral reports of incidents, emergencies, unexpected bottlenecks, and other problems that arise to the Office of Administration, coordinating delivery services to and from the White House.

The incumbent will be required to work with the Department of Army in order to plan work schedules on a week-to-week or month-to-month basis to ensure an even flow and distribution of work, quick handling of priorities, and achievement of schedules and deadlines established by others. As needed, the selectee will make recommendations arrangements for staff augmentation so as to improve workflow, improve job satisfaction, increase productivity, and improve cost-benefit ratios.

The incumbent will be required to develop internal operating procedures and similar material so as to ensure consistency in the treatment of certain actions and common understanding of regulatory material, providing answers to technical questions, interpreting guides pertaining thereto.

MINIMUM QUALIFICATIONS REQUIREMENT: One year of specialized experience is required. Specialized experience is experience directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the experience must be comparable to the next lower grade level in the Federal service.

QUALITY RANKING FACTORS:

  1. Knowledge of national statutes and policies regarding computer security and privacy.
  2. Ability to develop and maintain INFOSEC plans and guidelines, directives, instructions, policies, practices and procedures.
  3. Ability to provide expert advice, counsel and direction to customers regarding proper controls for securing information contained in existing applications, processes and practices on electronic systems.
  4. Knowledge of state of the art automation technologies. (This includes the use of graphical user interfaces, personal computers, networked applications with multi user interactions, distributed operations versus centralized services, and large scale mainframe applications.)
  5. Ability to communicate orally and in writing.
  6. Ability to supervise and interface with a workforce of lower graded and high graded employees.
