Personnel Announcement

President George W. Bush today announced his intention to nominate two individuals to serve in his Administration.

The President intends to nominate Richard E. Hoagland, of the District of Columbia, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Kazakhstan. Mr. Hoagland, a career member of the Senior Foreign Service, with the rank of Minister-Counselor, currently serves as Chargé d'Affaires at the United States Embassy in Turkmenistan. Prior to this, he served as Ambassador Extraordinary and Plenipotentiary of the United States to the Republic of Tajikistan. Earlier in his career, he served as Director of the Office of Caucasus and Central Asian Affairs. Mr. Hoagland received his bachelor's degree from Taylor University and his master.s degrees from the University of Virginia.

The President intends to nominate Jeffrey F. Kupfer, of Maryland, to be Deputy Secretary of Energy. Mr. Kupfer currently serves as Chief of Staff and Acting Deputy Secretary of the Department of Energy. Prior to this, he served as Special Assistant to the President for Economic Policy. Earlier in his career, he served as Deputy Chief of Staff at the Department of the Treasury. Mr. Kupfer received his bachelor's degree from Yale College and his JD from Harvard Law School.
