From an op-ed by Iraqi Prime Minister Iyad Allawi in The Wall Street Journal, 8/25/04

Iraq's success as a free nation will rest on the rule of law, a prosperous market-based economy, and an inclusive, collaborative political system. Much progress has been made.

Rule of Law:

  • The police force has been increased and received training. The National Guard, a responsible intelligence service, and a counter-terrorism force have been formed. But Iraqi forces cannot yet face the challenges alone.
  • Independence of the judicial system has been cemented, anticorruption initiatives established, and limited capital punishment reinstituted.
  • Armed gangs or militias will not be tolerated.

    • A Prosperous, Market-Based Economy:

  • Economic policy is effectively coordinated. A depoliticized National Oil Company (INOC) will soon be re-established. Government is preparing a commission for privatizations and transition to a market economy.
  • Urgent measures are being taken to reduce unemployment and spur reconstruction. Economic success on the economy will help end joblessness and underemployment that are major causes of frustration and crime.
  • Debt reduction and rapid disbursement of promised aid is critical.

    • Inclusive, Collaborative Political System:

  • All Iraqis are welcome to participate in the political process, providing they renounce violence and are innocent of crimes. An amnesty law has been passed and the government is actively engaged in reconciliation.
  • National Council of local representatives has been chosen.
  • Free and fair elections will be held next year, to be supervised by an independent Electoral Commission.
