From President Bush's remarks to the UN General Assembly, NYC, 9/23/03
The primary goal of our coalition in Iraq is self-government for the people of Iraq, reached through an orderly and democratic process.
This process must unfold according to the needs of Iraqis -- neither hurried nor delayed by the wishes of others.
The United Nations can contribute greatly to the cause of Iraqi independence. The United States is working with friends and allies on a new Security Council resolution which will expand the United Nations' role in Iraq.
The United Nations should assist in drafting a constitution, training civil servants, and conducting free and fair elections.
Iraq's new Governing Council is showing the openness and tolerance that democracy requires, yet needs help because it is young. All nations of good will should step forward and provide that support.
Success of a free Iraq will show leaders in the Middle East clear evidence that free institutions and open societies lead to long-term national success and dignity.
As a dictatorship, Iraq had great power to destabilize the Middle East. As a democracy, Iraq will have great power to inspire the Middle East.
People are safer in the Middle East because an unstable aggressor has been removed from power. People are safer around the world because an ally of terror has fallen.
