designate one individual to serve in his administration. The President intends to nominate Margaret K. McMillion to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Republic of Rwanda.  A career member of the Senior Foreign Service, she has been the Director of the Office for the Analysis of Africa for the Bureau of Intelligence and Research since 1999.  From 1996 to 1999, she was Deputy Chief of Mission in Vientiane, Laos.  McMillion has served as Political Officer in Bangkok, Pretoria, and Kigali, and as Principal Officer in Udorn and Thailand.  Her previous assignments in Washington, D.C. include service as Special Assistant to the Under Secretary for Political Affairs and as a desk officer in the Office of Korean Affairs and the Officer of West African Affairs.  She is a graduate of Eisenhower College and received a Master's degree from the University of Pittsburgh. The President intends to designate Terrence S. Donahue to be Acting Administrator of the Office of Juvenile Justice and Delinquency Prevention.
