President Bush, Secretary of Energy Spencer Abraham (left) and economic advisor Larry Lindsey speak with the media in the Oval Office before the President signed an executive order that sets a standard of energy efficiency July 31, 2001. "We've set what we call a one-watt standard throughout the federal government, that we expect our agencies to be ridding themselves of the vampires and using energy conservation devices," said the President during his remarks.
