President Bush to Nominate Eleven Individuals to Serve in his Administration
Individuals to Serve in His Administration and Announced His Designation of

President George W. Bush today announced his intention to nominate eleven individuals to serve in his administration and announced his designation of one individual to serve.

The President intends to nominate James Gilleran to be the Director of the Office of Thrift Supervision in the Department of the Treasury for the remainder of a five-year term expiring October 23, 2002. He is presently a Member of the Board of Directors of the Fritz Companies, SECOR International, Inc., and Zindart (Holdings) Limited. He served as Chairman of the Board of Directors and Chief Executive Officer of the Bank of San Francisco from 1994 until the bank was sold in December of 2000. From 1989 to 1994, he was the Superintendent of Banks for the California State Building Department and was President of the Commonwealth Group from 1987 to 1989. He served with KPMG Pete Marwick from 1958 to 1987. Gilleran is a graduate of Pace University, is a certified public Accountant in the State of California and received a J.D. from Northwestern California University.

The President intends to nominate John L. Howard to be Chairman of the Special Panel on Appeals for a six year term. He is presently the Senior Vice President and General Counsel of W.W. Grainger, Inc., in Lake Forest, Illinois. He was with Tenneco, Inc., from 1993 to 1999, first as Vice President for Law and then as Vice President and General Counsel. Howard served as Counsel to Vice President Quayle from 1990 to 1993, and he served as Associate Deputy Attorney General from 1988 to 1990. He received both his undergraduate and law degrees from Indian University and received a Master of Law from George Washington University.

The President intends to nominate Phillip Bond to be Under Secretary of Commerce for Technology. He is currently the Director of Federal Public Policy for Hewlett-Packard Company and was formerly Senior Vice President for Government Affairs and Treasurer of the Information Technology Industry Council. From 1993 to 1998, Bond served as Chief of Staff to Congresswoman Jennifer Dunn. He was Principal Deputy Assistant Secretary of Defense for Legislative Affairs from 1992 to 1993 and Chief of Staff and Rule Committee Associate for Congressman Bob McEwen from 1990 to 1992. From 1987 to 1990, he served as Special Assistant to the Secretary of Defense for Legislative Affairs. He is a graduate of Linfield College in Oregon.

The President intends to nominate B. John Williams, Jr. to be Chief Counsel for the Internal Revenue Service and an Assistant General Counsel in the Department of the Treasury. He is presently a Partner with Shearman and Sterling in Washington, D.C. and is responsible for the firms tax litigation practice. From 1990 to 2000, Williams was a Partner with Morgan, Lewis and Bockius and served as a United States Tax court Judge from 1985 to 1990. He served at the Department of Justice as Deputy Assistant Attorney General in the Tax Division from 1983 to 1984 and served at the IRS as Special Assistant to the Chief Counsel from 1981 to 1983. He received both his undergraduate and law degrees from George Washington University.

The President intends to nominate Robert Geers Loftis to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Kingdom of Lesotho. A career member of the Senior Foreign Service, he has held the post of Deputy Chief of Mission in Maputo since 1999. His additional overseas assignments have included service as Political Officer at the U.S. Mission to the United Nations in Geneva and Labor Officer in Wellington. His service in Washington, D.C. includes International Relations Officer in the Office of Peacekeeping and Humanitarian Operations in the Bureau of International Organization Affairs and Political-Military Officer in the Office of Thailand and Burma Affairs. He is a graduate of Colorado State University.

The President intends to nominate Michael E. Malinowski to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Kingdom of Nepal. A career member of the Senior Foreign Service, he has served as Deputy Chief of Mission in Manila since 1999. Prior to this assignment, he served as Director of the Office of Pakistan, Afghanistan and Bangladesh from 1997 to 1999 and as Deputy Chief of Mission from 1994 to 1997 and Deputy Chief of Mission in Kathmandu from 1991 to 1994. He has served in a variety of additional posts both overseas and in Washington, D.C. including Chief of the Political Section in Colombo and Special Assistant to the Under Secretary for Political Affairs. He is a graduate of Loyola University.

The President intends to nominate Kent. R. Hill to be Assistant Administrator of the United Sates Agency for International Development for Europe and Eurasia. Hill is currently the President of Eastern Nazarene College in Quincy, Massachusetts, and from 1986 to 1992, he was President of the Institute on Religion and Democracy in Washington, D.C. Hill was an Associate Professor of History at Seattle Pacific University from 1980 to 1986. He is a graduate of Northwest Nazarene College and earned a Master's degree in Russian Studies and a Ph.D. in History from the University of Washington.

The President intends to nominate J. Edward Fox to be Assistant Administrator of the United States Agency for International Development for Legislative and Public Affairs. He is presently the President of Fox and Associates and was the Vice President of the Carmen Group. From 1989 to 2000, he was Managing Director of the Governmental and International Affairs Group of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. He served at the Department of State as Assistant Secretary of State for Legislative and Intergovernmental Affairs from 1986 to 1989 and was a Special Assistant to the President for Legislative Affairs from 1985 to 1986. Fox was a Minority Staff Consultant to the Committee on Foreign Relations from 1975 to 1983. He is a graduate of Ohio State University and received a Master's degree from George Washington University.

The President intends to nominate E. Anne Peterson to be Assistant Administrator of the United States Agency for International Development for Global Health. She has served as Virginia State Commissioner of Health since 1998. She served as a public health consultant interacting with the federal government organizations including the Center for Disease Control, working in Haiti and Brazil. From 1984 to 1996, Peterson lived in Harare, Zimbabwe, helping to implement an AIDS awareness and prevention program and then acting as a Physician, Public Health Consultant and Board Member of Harares Children in Need Program. She is a graduate of the University of Washington and the Mayo Medical School. She received a Master's degree in Public Health from Emory University and completed a Preventive Medicine Residency at the Emory University School of Medicine.

The President intends to nominate Stephen Michael Minikes for the rank of Ambassador during his tenure of service as United States Representative to the Organization for Security and Cooperation in Europe. He is currently the Managing Partner of the Washington, D.C. office of Thelen, Reid and Priest. From 1974 to 1977, Minikes was Senior Vice President and a member of the management committee of the Export - Import Bank. From 1972 to 1974, he served as legal counsel to the Chief of Naval Operations. He is a graduate of Cornell University and Yale Law School.

The President intends to nominate Tony Brown to be Administrator of the Community Development Financial Institutions Fund. He is presently the President of American Beach Properties. From 1985 to 2001, he was with Bank of America in a variety of positions including Senior Vice President and Consumer Finance Liaison, Senior Vice President for Regional Management and President for Community Development. In 1989 he was named the Miami-Dade Banker of the Year. He received both an undergraduate and Master's degree from Xavier University.

The President will designate Mary J. Hutzler to be Acting Administrator of the Energy Information Administration. She is presently the Director of the Office of Integrated Analysis and Forcasting at the Energy Information Administration.
