Statement by the Press Secretary

The President today announced the appointment of Stephen E. Biegun as Executive Secretary of the National Security Council, effective June 18, 2001.

Mr. Biegun has served for thirteen years as a foreign policy advisor to members of both the House of Representatives and the United States Senate. For the past two years, his responsibilities have included Staff Director of the Senate Foreign Relations Committee and Senior Foreign Policy Advisor to the Committee Chairman, Senator Jesse Helms (R-NC). From 1994 to 1996, Mr. Biegun was the Foreign Relations Committee's Senior Professional Staff Member for European Affairs. From 1992 to 1994, he was the Resident Director in the Russian Federation for the International Republican Institute, a democracy-building organization established under the National Endowment for Democracy. For six years in the House of Representatives, Mr. Biegun was a staff member on the Committee on Foreign Affairs with responsibility for the foreign assistance budget, trade policy, and European affairs.

Mr. Biegun was born in Detroit, Michigan. He has a B.A. from the University of Michigan in Russian Language and Political Science. He resides in Alexandria, Virginia with his wife Adelaide and their three children.
