Philip Richard Perry was born at 11:02 a.m. at Sibley Memorial Hospital in Washington, D.C., July 2, 2004. He weighed 8 pounds, 6 ounces. His parents are Liz Cheney and Phil Perry, the daughter and son-in-law of the Cheneys.
