President Bush.s commitment to Africa started long before the announcement of his plan to fight AIDS. President George W. Bush commits 15 billion dollars to fight the spread of AIDS in Africa and the Caribbean during his State of the Union Address at the U.S. Capitol Jan. 28, 2003. "This comprehensive plan will prevent 7 million new AIDS infections, treat at least 2 million people with life-extending drugs, and provide humane care for millions of people suffering from AIDS, and for children orphaned by AIDS," said the President in his address. One day after announcing his plan, President George W. Bush discusses the AIDS policy with advisors in the Oval Office Jan. 29, 2003. "We believe in the value and dignity of every human life," said the President during the bill's May 27th signing ceremony. "In the face of preventable death and suffering, we have a moral duty to act, and we are acting."
