President George W. Bush tours the Detroit Edison's Monroe Power Plant in Monroe, Mich., Monday, Sept. 15, 2003. At the plant, the President viewed modernizing efforts and discussed how the administration is improving New Source Review regulations. The changes will provide increased flexibility and ensure that air pollution will not be increased when plants maintain and replace worn-out equipment.

"Cars that will run on hydrogen fuel produce only water, not exhaust fumes," said the President in his remarks. "If we develop hydrogen power to its full potential, we can reduce our demand for oil by over 11 million barrels per day by the year 2040."
