Presidents Bush and Putin sign a historic arms reduction treaty at the Kremlin in Moscow May 24. "President Putin and I have signed a treaty that will substantially reduce our nuclear -- strategic nuclear warhead arsenals to the range of 1,700 to 2,200, the lowest level in decades," said President Bush. "This treaty liquidates the Cold War legacy of nuclear hostility between our countries."
