Agencies Continue to Make Progress in Posting of HSPD-12
Information; But Additional Improvements Needed

Washington, DC — Today, OMB released its second aggregate review of agencies’ public posting of Homeland Security Presidential Directive (HSPD)-12 implementation status reports. The public reports improve transparency, ensure accountability for agencies’ progress and results, as well as identify areas for further improvement. The majority of agencies have posted data for public viewing and progress has been made toward meeting reporting requirements.  OMB’s review (Public Report Summary) and the details of the agency HSPD-12 Implementation Plan reports can be found here: www.egov.gov/b-1-information.html#hspd12

As of March 1, 2008, agencies reported:

  • Over 2.5 million or 59 percent of their employees (which includes military personnel) have completed background investigations

  • Over 500,000 or 42 percent of contractors have completed background investigations

  • Over 36,000 or 3 percent of contractors have received Personal Identification Verification (PIV) credentials

  • Over 900 or 0.8 percent of other individuals that agencies have identified as requiring credentials based on their long-term access to federal facilities or information systems have received PIV credentials

  • 141,000 had completed the enrollment process

“HSPD-12 is part of the Administration’s overall plans to enhance security and is closely aligned with other ongoing security initiatives and plans for improving physical security to implement recommendations of the 9-11 Commission,” said Karen Evans, Administrator for E-Government and Information Technology. “Agencies are requested to take full advantage of the capabilities of the new identity credentials and agencies and have been requested to prepare documented plans for leveraging the capabilities of the credentials.”

The resources are available for agencies to be successful in meeting HSPD-12 requirements. With the current number of enrollment stations, the GSA MSO can issue a maximum of 60,000 credentials per month once agencies complete the data entry for sponsorship of employees and contractors and ensure they are scheduled for enrollment. The GSA MSO is servicing 70 customer agencies for HSPD-12 and currently operates more than 67 enrollment centers equipped with 88 enrollment machines. Thirty-two of the 67 centers are within the Washington metropolitan area allowing agencies to credential the estimated 160,000 personnel in the area. Additional sites have been strategically located to service large population areas across the country. Information on the number of individuals sponsored and enrolled, and credentials issued for agencies participating in the GSA shared services is updated weekly and can be viewed on www.fedidcard.gov.

As part of their HSPD-12 implementation plans, we requested agencies document their plans for integrating physical and logical access control systems with the use of identification credentials. These plans should be closely aligned with plans for other ongoing initiatives to improve the security of federal facilities and information systems. In accordance with OMB policy, agency plans are to follow the requirements of Circular A-11, “Preparation, Submission and Execution of the Budget” and A-130, “Management of Federal Information Resources.”

OMB will continue to work with agencies on their implementation plans and provide additional guidance to agencies as necessary and plans to release the next government-wide HSPD-12 status report in July 2008.
