Budget and Performance IntegrationOne of the five initiatives on the Presidents Management Agenda is budget and performance integration. This initiative builds on the Government Performance and Results Act of 1993 (GPRA) and previous efforts to identify program goals and performance measures and to link them with the budget process. The FY 2003 Presidents Budget was the first to include explicit assessments of program performance Spring Review Guidance The Office of Management and Budget (OMB) is currently refining and improving this program assessment process in preparation for the FY 2004 Budget Review. One of the elements of the improved assessment process is the use of a common analytic tool the Program Assessment Rating Tool (PART). OMB is testing an early version of the PART on a selected group of programs during the Spring Review process. OMB is also inviting comments on the PART and program selection guidance from a wide range of interested parties inside and outside of the Federal government.
