FOR PAY-AS-YOU-GO CALCULATIONS

  1. LAW NUMBER: P.L.106-376 (H.R. 4389)
  2. BILL TITLE: Northern Colorado Water Conservancy District Conveyance
  3. BILL PURPOSE: Requires the Secretary of Interior to convey water distribution facilities that are part of the Colorado-Big Thompson Project to the Northern Colorado Water Conservancy District.
  4. OMB ESTIMATE: P.L. 106-376 requires the Northern Colorado Water Conservancy District and the Western Area Power Administration (WAPA) to reimburse the Government for the conveyance, which is expected to occur in 2001. The Government will forgo future payments from the water districts.

  8. EXPLANATION OF DIFFERENCES BETWEEN OMB AND CBO ESTIMATES:
  9. The difference between OMB and CBO's PAYGO estimates is the result of different assumptions regarding when payments from the water districts would be forgone after the conveyance.
