  2. BILL TITLE: Manufactured Housing Program User Fee Authority
  3. BILL PURPOSE: Authorizes the Department of Housing and Urban Development to spend user fee receipts from its manufactured housing program for expenses of the program.

  5. OMB ESTIMATE: The Department has the authority to impose these user fees, but not the authority to spend them. OMB assumes the Department would not charge user fees unless it has the authority to spend them for program purposes. OMB estimates that the Department will begin to collect and spend the user fees, which will offset and have zero net effect.

  10. CBO estimates that spending will lag receipts, so that receipts will exceed outlays in the first two years.
