  2. BILL TITLE: For the relief of Global Exploration and Development Corporation, Kerr-McGee Corporation, and Kerr-McGee Chemical, LLC (successor to Kerr-McGeeChemical Corporation), and for other purposes.
  3. BILL PURPOSE: (1) Implements two different settlement agreements involving claimsagainst the United States; and (2) criminalizes the teaching and distribution ofinformation concerning explosives under certain circumstances.

    P.L. 106-54 requires the Secretary of the Treasury to make payments to settle claims bythe Global Exploration and Development Corporation, the Kerr-McGee Corporation, andthe Menominee Indian Tribe of Wisconsin. OMB estimates that these payments willincrease direct spending by $52 million in 1999 because such payments would not bemade under current law. In addition, the Act makes certain actions regarding thedistribution of information related to explosives, destruction devices, and weapons ofmass destruction subject to criminal fines and penalties. OMB estimates that the effectsof this provision on governmental receipts and direct spending would be negligible.
