- The improvements include:
- Simplification of the Emissions Test . Unlike the current regulations, the new simplification of the rule will require all emission limitations and controls to be factored into emission calculations.
- Plantwide Applicability Limits (PALs) . This pollution reduction incentive program gives facilities greater flexibility to quickly and cost-effectively modernize their operations without increasing air pollution.
- Clean Unit Provision . This pollution reduction incentive program encourages companies to use the best available air pollution controls or "clean units," by giving plants that install "clean units" flexibility in the future as long as they operate within permitted emission levels.
- Pollution Control and Prevention Projects . This pollution reduction incentive program encourages pollution prevention by creating a simplified process for companies that undertake environmentally beneficial pollution prevention projects.
- Routine Equipment Replacement . This rule simplifies when routine equipment replacement projects do not require lengthy government review. Plants can replace old parts with something identical or functionally equivalent, but only if the plant will not exceed the air pollution limits in its permit; if the cost of the replaced part does not exceed 20 percent of the replacement value of the equipment the part is in; and if the equipment does not change the basic design parameters.

Since 1970, total emissions forming the six principle pollutants have been cut by 48 percent. This decrease has occurred despite an increase in U.S. gross domestic product of 164 percent and is a significant improvement over past air quality trend reports.
