• Prepare to implement community mitigation measures
• Expand vaccine production capacity and technology
• Stockpile pre-pandemic vaccine
• Develop ways to stretch our vaccine supply (adjuvants)
• Stockpile antiviral medications
• Educate and inform the public about measures to reduce disease transmission
