Congress applauds President Bush during his State of the Union Address at the U.S. Capitol Tuesday Jan. 28, 2003. Discussing the spread of the AIDS virus, President Bush asked Congress to commit $15 billion in aid for African nations and the Caribbean tormented by the disease. “The qualities of courage and compassion that we strive for in America also determine our conduct abroad,” said the President. “This conviction leads us into the world to help the afflicted, and defend the peace, and confound the designs of evil men.”
