OMB COST ESTIMATE
FOR PAY-AS-YOU-GO CALCULATIONS

Report No: 556
Date: 07/18/2001

  1. LAW NUMBER: P.L.107-18 (S. 1029)
  2. BILL TITLE: Manufactured Housing Program User Fee Authority
  3. BILL PURPOSE: Authorizes the Department of Housing and Urban Development to spend user fee receipts from its manufactured housing program for expenses of the program.
  4.

  5. OMB ESTIMATE: The Department has the authority to impose these user fees, but not the authority to spend them. OMB assumes the Department would not charge user fees unless it has the authority to spend them for program purposes. OMB estimates that the Department will begin to collect and spend the user fees, which will offset and have zero net effect.
  6. (Fiscal years; in millions of dollars)
    2001 2002 2003 2004 2005 2006
    Net costs.................................... 0 0 0 0 0 0

  7. CBO ESTIMATE:
  8. (Fiscal years; in millions of dollars)
    2001 2002 2003 2004 2005 2006
    Net costs.................................... -2 -1 0 0 0 0

  9. EXPLANATION OF DIFFERENCES BETWEEN OMB AND CBO ESTIMATES:
  10. CBO estimates that spending will lag receipts, so that receipts will exceed outlays in the first two years.

  11. CUMULATIVE EFFECT OF DIRECT SPENDING AND REVENUE LEGISLATION ENACTED TO DATE:
  12. (Fiscal years; in millions of dollars)
    2001 2002 2003 2004 2005 2006
    Outlay effect.............. 3 16,638 20,274 21,014 22,071 7,413
    Receipt effect............ -69,501 -35,105 -84,594 -103,783 -104,396 -123,372
    Net costs.................... 69,504 51,743 104,868 124,797 127,007 130,785

NOTE: The cumulative effect of direct spending and revenue legislation enacted to date is currently estimated to result in an end-of-session sequester. The Administration looks forward to working with the Congress to ensure that an unintended sequester does not occur.
