Description: The $2,232,000 grant funded a pilot project for a Wisconsin-Minnesota health care cooperative insurance purchasing alliance. The proposed legislation identified the alliance as the Wisconsin Federation of Cooperatives (WFC). The WFC is administering the grant funds for a group of five health care cooperatives established through state legislation (Wisconsin Act 101) as "Co-op Care." A stop loss fund of $2,000,000 has been established with grant funds to pay up to 90 percent of insurance claims in a range of $30,000 to $90,000 a year. Claims that are below $30,000 and above $90,000 will be covered by the insurer, through premiums paid by the cooperative members. The remaining $232,000 was used for administrative expenses, including actuarial studies. The pilot project provides health care coverage for farmers, ranchers, small businesses and non-profit organizations in Wisconsin and Minnesota. This earmark grant was funded in both FY 2005 and FY 2006.
