The Ohio Equine and Agricultural Association, Inc. (OEAA), is the developer and operator of the livestock exposition facility on the Clark County Fairgrounds. The OEAA, pursuant to its application, requested that the grant funds be used to pay rental expenses and other eligible operating expenses as authorized by OMB Circular A-129 that it incurs in the operation of the livestock exhibition facility.
