(a) RESCISSION.?Of the funds made available under the heading ''Higher Education'' in title III of division F of Public Law 108-447, $496,000 is rescinded, to be derived from the amount provided pursuant to the last proviso under such heading for the IWF Leadership Foundation, Washington, DC, for a scholarship fund.
