Citation Excerpt: The Committee supports planning and public involvement efforts associated with the potential expansion of James Campbell NWR. The Committee encourages the Service to continue engaging in these activities and does not object to spending a small portion of acquisition dollars designated for the refuge on this purpose. The Service should also convene flood oversight board meetings on a quarterly basis to seek input regarding the development of the flood control project. The agency shall ensure that the board consists of one representative from each of the affected Federal, State, and local agencies, as well as local landowners, neighborhood boards, aqua-culture lessees, and environmental groups.
