Description: Recidivism rates among ex-inmates in Northern Virginia mirrors national statistics. Criminal justice system stakeholders in Fairfax County have concluded there is a need for an educational and training program for former offenders similar to the Delancey Street model. Such a replication is expected to effectively transition ex-offenders into the community, increase the probability of long-term success, and reduce recidivism. The goal of the project is to create a vocational, educational and rehabilitation training program for Fairfax County inmates, which will culminate in the development and launching of a business training school in which former inmates can become stakeholders. Accordingly, a core value of this project is one of community economic development in which opportunities are created for participants to live the principles of restorative justice, which is a fundamental part of OAR's mission. Collaborations with the business and educational community will be pursued and OAR will maintain its current positive relationships with its state and criminal justice partners, who will play an active part in implementation of the project. A long-term goal is to build sufficient community support and financial stability to add the residential component to the project within five years. Meeting this goal would be consistent with typical Delancey Street replications.
