Description: The Washington County Youth Service Bureau/Boys & Girls Club will continue to implement its Return House program which provides a comprehensive reentry program for juvenile offenders who are returning to the Barre City area from jail. The goal of the Return House program is to help young male offenders returning to the community from jail build satisfying, law-abiding lives and to avoid further involvement with the justice system. The Program will serve approximately 20 young men. Each program participant will have a re-entry plan that focuses on sixteen (16) core elements that the Return House program staff has identified as key to effective re-entry programs. The core elements are based on research into best practices and evidence based approaches, through conversations with incarcerated youth and through discussions with Department of Corrections¿ staff and community partners. The Washington County Youth Service Bureau will initially implement office based services while it continues to work on establishing a 10-bed residential facility. The grantee will submit categorical assistance progress reports in GMS that will report on eight (8) performance measures that include: did program participants develop improved behaviors related to successful re-entry; did program participants develop and implement personal plans that lead to reduced recidivism; and did any program participants return to jail.
