1 recipient will receive $247,000. This is a first-time earmark.
Year Enacted: 2005
Code: 113
Description: Starr Commonwealth and its operative, the Montcalm School, will provide psycho-educational programming to 5 to 8 girls for a period of 12 months. The girls, between the ages of 12-18, will be referred to the program by parents/guardians because they are either at-risk for delinquent behavior due to their living conditions, or they have made pre-delinquent choices that caused disruptions in family life. The girls will live in 12 member groups, and the program will incorporate family interactions, service learning projects, a rich educational environment, and frequent group discussion. Participants in this program will advance an average of two academic years during the 12 months; 90% will graduate from the program; and 85% will remain conviction-free for 12 months after graduating. Starr Commonwealth will measure these goals through various surveys, scales (including the Behavioral and Emotional Rating Scale), and follow-up after the program at 3, 6 and 12 months.
