Description: The Franklin Community Action Corporation (FCAC) will be divided into two components, the Communities That Care Coalition and the FCAC Youth After-School Program. Both components will promote positive youth development and the prevention of adolescent problem behavior, such as alcohol or drug use, juvenile delinquency, teen pregnancy, school dropout, and youth violence. The FCAC programs will 1) reduce youth substance abuse, 2) increase positive community involvement/recognition of youth, and 3) allow youth to build resiliency through healthy habits in interpersonal relationships and successful conflict resolution. These goals will be measured by an overall decrease in youth substance use, a decrease in the existence of laws and norms favorable to substance use, and a decrease in family management problems. Additionally, the goals will be measured by the increased bonding of youth to their community, school and family.
