Description: The Iowa Department of Public Health will continue to implement a jail-based substance abuse treatment project in Polk, Scott, and Woodbury Counties. Project goals are to: 1) increase each offender's knowledge of substance abuse and reduce anti-social thinking, criminal behavior, and the negative effects of substance abuse; 2) achieve and maintain a 90 percent utilization rate within both male and female treatment programs; 3) achieve a successful completion rate of 70 percent for the programs; 4) achieve a 90 percent retention rate of offenders in continuing care 30 days after release; and 5) reduce the number of offenders who violate their supervision status by returning to substance use. The treatment programs are managed as separate therapeutic entities and have implemented the treatment series titled A New Direction. Program capacities are 36 males and 12 females in Polk County, 22 males and 4 females in Scott County, and 12 males and 8 females in Woodbury County.
