Description: Richland County will utilize the 2005 Congressional Earmark funds for the purpose of establishing a multijurisdictional Fugitive Crimes Task Force. There are approximately 15,000 fugitives that committed a crime of a violent nature in Richland County alone. The task force will consist of law enforcement from Richland, Lexington, Newberry, Fairfield, Sumter, Calhoun, and Kershaw counties, and will collectively work in conjunction with the U. S. Marshall's Operation Intercept in order to investigate, detect, and apprehend fugitives within, and beyond the Midlands area of South Carolina. Richland County Sheriff's Department will serve as the lead agency for the project and will begin program implementation by drawing up a Mutual Aid Agreement for participating law enforcement agencies, hire necessary program personnel, order equipment, have officers assigned to program receive fugitive apprehension and equipment training, conduct investigative and sting operations, and document program activities, events, and results of the program. Overall expected outcomes of the program are to increase coordination and cooperation among law enforcement and criminal justice agencies, to increase the number of warrants served and reduce the outstanding warrants backlog, to increase the knowledge and specialized skills of law enforcement in the apprehension of fugitives, and to reduce the numbers of violent fugitives from justice.
