Description: The purpose of this earmark is to establish a regional laboratory facility to provide services for criminal investigations, enhance environmental testing areas, and incorporate USDA/FDA food analysis. Currently all crime scene DNA evidence is sent out of town and the turn around time presently is over a 12-month waiting period. This laboratory would increase their present forensic analysis, toxicology abilities and serve as a training center for continuing education and or part of the educational curriculum for a degree from UTEP. It will also provide for FDA/USDA testing capabilities for insecticides and pesticides on fruits and produce entering into the U.S. This testing is currently done out of state, increasing the time that these perishable commodities are delayed and leads to product spoilage and economic losses. The regional laboratory would allow for the expansion of environmental and possible expansion for Homeland Security testing that is performed by the Health District.
