Description: The University of Southern Mississippi (USM), University Police Department like many other law enforcement agencies, is confronted with several challenges related to the prevention, response, and mitigation of the threat of terrorism as well as other emergency situations. In November of 2001, Forrest County Emergency Management and Mississippi Emergency Management conducted a Target Vulnerability Assessment, listing 100 or more locations within Forrest County and USM was identified as the most vulnerable location. In the post 9-11 environment, USM's large student population, on campus research with select agents, and its hosting of large venue events require them to address their vulnerabilities. USM is implementing security and safety upgrades for the Animal Research Facilities to meet approval status of the Select Agent Program administered by the United States Department of Agriculture and the Center for Disease Control. They are providing access to all entities, to include their Athletic Department, Food Services, Physical Plant, Residence Life, and the University Police Department, to a single access channel enabling direct communication with one another during large venues and emergency situations. They are also conducting a full vulnerability assessment for sports security management in line with the U.S. Department of Homeland Security guidelines to assist the university in providing security aware sports venues characterized by standardized procedures for effective security management and for future establishment of a Research and Education Center for Athletic Event Security Management. A line item in the FY 2005 Congressional budget provides funding to the University of Southern Mississippi for the "Institutional Security Program."
