Description: This funding will allow the Northwest Ohio Regional Information System (NORIS) to begin implementation of a regional Automated Fingerprint Identification System (AFIS) for a five-county region in northwest Ohio including Defiance, Fulton, Henry, Lucas and Williams counties. The five-county area covered by this project contains two full-service detention facilities; the Corrections Center of Northwest Ohio located in Defiance County and the Lucas County Corrections Center. The NORIS AFIS will: be implemented at both facilities; capture fingerprint images on suspects and alleged offenders; and provide the capability to store ten-print fingerprint images and latent print images for possible future local identification of criminals. These fingerprint images will be captured, either electronically via Live Scan or scanned from a fingerprint card, and stored in the NORIS AFIS repository. Ten-print images and latent images would be stored in separate database files. In summary, with the implementation of an AFIS at both detention facilities, inmate fingerprint images will be captured and stored in a repository for future matches as well as shared with state and federal repositories. The AFIS technology will allow the local law enforcement agencies to access and use these fingerprint images obtained from a possible suspect or crime scene investigation to search the linked AFIS repositories for a positive match and potentially solve crimes that may otherwise be left unsolved.
