Citation Excerpt: SEC. 2332. NATIONAL WRITING PROJECT. (a) AUTHORIZATION.'The Secretary is authorized to award a grant to the National Writing Project, a nonprofit educational organization that has as its primary purpose the improvement of the quality of student writing and learning (hereafter in this section referred to as the 'grantee') to improve the teaching of writing and the use of writing as a part of the learning process in our Nation's classrooms. 20 USC 6702. House Report 108-792. The conference agreement includes $20,500,000 for the National Writing Project instead of $17,894,000 as proposed by the House and $24,000,000 as proposed by the Senate. NOTE: FY 2005 amounts were reduced by an across-the-board rescission.

Citation Comment: While this program is currently authorized under P.L. 107-110, it first appeared as a statutory earmark in H.R. 6, Improving America's Schools Act of 1994, Title X, Part K, Secs. 10991 through 10992, and was initially funded as an earmark in the 1991 appropriation.
