Description: To improve and expand the opportunity for rural and urban underserved populations to receive quality, affordable health care. As the number and variety of telemedicine services increase the opportunity to serve these populations will grow as well. The CHTC believes that conducting TeleHealth through their unique network structure will enable them to increase the number and variety of services more quickly and efficiently. The CHTC proposes that building a regional telemedicine network with multiple hub-spoke systems will prove to be more cost 'effective than building multiple networks that remain isolated from one another. Additionally, the CHTC proposes that such a network structure will allow partner facilities to avoid some of the pitfalls associated with the sleep learning curve in telemedicine as they will be able to learn from the successes and failures of each partner facility. The CHTC will focus on the following areas of inquiry: -Technical network design and implementation; - Equipment purchase, installation and training; - Distance education for health professionals and lay audiences; - Clinical applications of telemedicine; - Network management
