Description: Funds will establish an NLRRC for the purpose of developing and instituting RBS. RBS is a process for selecting spare parts ships need to stock in order to repair their weapon systems. It selects the parts based on criticality, cost, redundancy and the likelihood-of-failure to ensure the readiness target is achieved while minimizing spares costs. RBS complies with the DoD Super Reg (DoD 4140.1R), and OPNAV mandates RBS sparing for all major new weapon systems. Furthermore, it supports CNO's 'affordable readiness' goal in determining spares to support all major weapon systems. Funding will support engineering and technical expertise needed to explore new readiness optimization opportunities such as: ' Study tools and techniques which will enable implementation of Multi-Indenture/Multi-Echelon (MIME) RBS. MIME is a technique to leverage ship repair capability and supply system assets to optimize aviation allowances. Preliminary testing indicates the cost of aviation allowances could be reduced by several million dollars for each carrier; ' Explore Multi-Tiering Sparing which is a multi-echelon concept for maritime systems. The Fleet is advocating it as a means to reduce spare parts aboard ships. Their goal is to reduce associated space and manning requirements; ' Evaluating commercial readiness optimization solutions to determine if there are any off-the-shelf packages which could meet-or-exceed Navy optimization requirements; ' Developing an approach to collaborate readiness/response time requirements with DLA and commercial supply chain partners.
