Citation Excerpt: The Committee supports the activities of the Counterpart Communities program, which generates substantial humanitarian and development assistance to poor communities in the Former Soviet Union, Central Asia and the Middle East. The Committee recommends that USAID and the State Department provide up to $12,000,000 to expand Counterpart Communities programs in those regions, and to Asia, Africa and Latin America.
