Transportation Security Administration: Flight Crew Training
The Flight Crew Training program provides training to volunteer crew members to prevent acts directed against commercial aviation that could result in mass violence and death, destruction of property, and damage to the national economy.

What This Rating Means |
NOT PERFORMING Results Not Demonstrated
A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
- Due to data limitations, the program is unable to measure the risk reduced as a result of implementing program objectives. Therefore, it has developed an interim long-tem measure to help gather data necessary to develop outcome goals.
- The program has developed an efficiency goal: increase the percentage of training programs within 10 percent of cost, schedule and performance.
- The Crew Member Self Defense Training program is unique in its advanced self-defense, threat detection, and appropriate use of force techniques. While the Federal Flight Deck Officer program is the only program that deputizes airline crew members as federal law enforcement officers, it is similar in mission to the Federal Air Marshals program.

- Reviewing current regulations to ensure consistency in program policies and implementation plans.
- Developing a long-term measure that measures risk reduced through implementation of program objectives for the 2008 Budget.
