OMB Releases Business, Service Component and Technical Reference Models

Use Will Improve Agency Performance, Increase Collaboration and Reduce Costs

Washington, D.C. - Today the Office of Management and Budget rolled out the next phase of the Federal Enterprise Architecture (FEA) - an update to the Business Reference Model (BRM), and the initial versions of the Service Component and Technical Reference Models. OMB is working closely with federal agencies to develop the FEA, and completion is expected within the next several months with the release of the Performance Reference Model (PRM), and Data and Information Reference Model (DRM).

”The FEA is about driving government transformation, and giving federal agencies the management tool they need to focus technology on the citizen and on the right business results,“ said Norm Lorentz, OMB’s Chief Technology Officer.

Taken together, the FEA reference models create a comprehensive government-wide framework to guide agency IT investment activities; and identify opportunities to collaborate on and consolidate initiatives, and integrate government activities.

According to Mark Forman, OMB’s Administrator for E-Gov and IT, ”these models will enable better alignment of IT and the business of government. OMB and agency officials will use them to improve agency performance, increase intergovernmental collaboration and reduce costs for the taxpayer, furthering the goals of the President’s Management Agenda and making government services more citizen-centered."

The BRM describes the federal government’s operations independent of the agencies that perform them, and serves as the foundation for the FEA. The Service Component Reference Model (SRM) is a business-driven, functional framework that classifies service components according to how they support agencies’ business and performance objectives. The SRM will provide the foundation for the reuse of applications, application capabilities, components, and business services. And the Technical Reference Model provides the framework to identify the standards and technologies that support and enable the delivery of service components and capabilities.

When released, the PRM will help agencies identify more robust performance measures, and help to identify improvement opportunities. The DRM will provide a framework to describe the data that supports Federal operations and will promote interoperability and information sharing across government organizations.

OMB is also developing a web-based tool that will allow agencies to view the FEA and incorporate the reference models into their planning processes. For additional information on the FEA please visit the FEA PMO website at http://www.feapmo.gov.
