Statement on H.R. 3971, the "QI, TMA, and Abstinence Programs Extension and Hurricane Katrina Unemployment Relief Act of 2005"

On Thursday, October 20, 2005, the President signed into law:

H.R. 3971, the "QI, TMA, and Abstinence Programs Extension and Hurricane Katrina Unemployment Relief Act of 2005," which extends certain abstinence education and health care programs; provides reimbursement to States for certain unemployment insurance benefits and expenses related to Hurricane Katrina; and prohibits Medicare and Medicaid reimbursement for certain medications.
